An engineering consultant designs your building so it's safe, buildable and approvable, then helps make sure it's built the way it was designed. On a typical Dubai project that covers five jobs: design and calculations, authority approvals, tender support, site supervision, and sign-off at completion. Here's what each involves and when you need it.
The consultant turns the architectural concept into a building that works. Structural engineers size foundations, columns and slabs for the loads and soil conditions. MEP engineers design cooling, electrical, plumbing, drainage and fire systems. Everything is coordinated, increasingly in a BIM model, so services fit within the structure and ceilings.
In Dubai, building permit drawings must be prepared and submitted by a registered consultant. That includes the master developer's NOC, the building permit from Dubai Municipality or the relevant zone authority, and approvals from Civil Defence and DEWA. The consultant answers authority comments and resubmits until the permit is issued.
With approved drawings and specifications, the consultant prepares tender documents, invites contractors to price, compares the bids on a like-for-like basis and recommends who to appoint. Clear tender documents are the best protection against variations later.
During construction the consultant inspects work against the drawings, approves materials and method statements, answers contractor queries and certifies progress payments. Read more about the supervision consultant role.
At the end, the consultant manages final inspections, snagging and the documents needed for the building completion certificate, so you can connect utilities and move in.
As early as possible, ideally before you buy a plot or commit to a design. Early advice on what a plot allows and what the project will cost saves far more than the fee. For typical costs, see our guide to engineering consultant fees, and to understand who does what on site, compare an engineering consultant vs contractor.
